Todd Grugel is the ADA Program Engineer in the Operations Division for the State of Minnesota, Department of Transportation. In 1998, Todd was injured working on a bridge construction project, resulting in a complete T12 spinal cord injury, leaving him permanently in a wheelchair. In 2010, Todd was asked by the Commissioner of Transportation to create MnDOT’s ADA Engineering Unit. The unit oversees accessible pedestrian scoping, design, and construction for all MnDOT highway improvement projects. Currently, the unit is supporting MnDOT’s efforts to aggressively complete its ADA Transition Plan within the next 20 years by upgrading curb ramps and accessible pedestrian signals, and by completing needed sidewalk improvements on preservation projects. The Unit oversees MnDOT’s accessibility standards and contract specifications, and offers statewide training opportunities where Todd shares his personal experiences. These trainings provide a better understanding of why accessibility is important and offer practical methods for building usable, constructable, and maintainable accessible pedestrian systems.
